In August 2025, Google announced new, mandatory requirements for all Android developers to:
- Verify their identity
- Register their package names
What this means for your apps: Starting in late 2026, all Android apps must be registered by verified developers in order to be installed on certified Android devices - including through Google Play - in Brazil, Singapore, Indonesia, and Thailand. A global rollout will follow.

If you distribute on Google Play, you can complete the required identity verification and register your package names, including for any apps that you distribute outside of Play, in Play Console.
You do not need to create a separate Android Developer Console account.
